It's crazy because rolling resistance can be directly tied to tire grip, which effects stopping distances and ability to maintain control of the vehicle in dry or especially wet conditions (two-sided effect, harder tire compound and reduced tread depth to lower rolling resistance both hurt wet handling)

They are basically trading lives for C02 reduction and accidents will increase as you reduce grip.

They also have removed your ability to choose to make your car safer by increasing grip at the cost of fuel mileage and instead decided for you that C02 emissions are more important than you and your family's safety.

This will also likely decrease tire life. Low rolling resistance to meet Fuel and emissions standards are one of the main reasons the OEM tires that come on new cars now days are such crap. They have harder compounds which reduced rolling resistance and should decrease wear, except they also have reduced tread depth to further reduce rolling resistance - which means they wear out super fast.

Result: People killed in accidents because their cars are less controllable = Shorter lifespan = Less pollution

Based on the general ethos of California politics it's a Win/Win situation.

The percentage of cars that are running UHP tires has to be around 10% if that. Combine that with the tiny amount of carbon saved and it tells you everything you need to know.

We are the carbon they want to reduce.

It's possible the end goal of this shenanigan isn't to reduce pollution (or whatever), but to shoehorn a "tire tax" into the budget.
Not sure what impact any of this would have on tire companies, but it may push development of 'stickier' tires that last longer. Like F1, where they create a rule to restrict something and teams/companies do everything they can to work around it.

FYI for those that nerd-out over engine technology...If you haven't heard about the F1 compression rule and what teams are doing with rods and pistons, it's worth checking out.

These graphics are not completely accurate. Under the current draft framework, tire lines with total sales of less than 15,000 units per year in California are exempt from these efficiency mandates. Most time-attack, autocross, and dedicated racing slicks fall under this threshold.

Also, like many other parts, you can source from out of state. I already buy tires from tirerack. I already buy other car parts out of state, like my afe turbo on the 124 that was built in LA but can not sell here. Or boost juice for water meth injection.

I think this is a dumb law, I despise CARB, and hope it does not pass, but it is also not the end of the world for race tires.

They're technically not supposed to ship non-CARB parts to California, COBB just got caught for this and the "intended for off road use only" didn't save them. The same would be true of tires, tire rack wouldn't legally be able to ship them to a CA address. You'd have to have freinds/family out of state that can ship them to you and pay double shipping.


That's interesting about the 15,000 units, I wonder if tire makers could just make A,B,C and D "variants" to circumvent this. Also, this doesn't change much, it's still a slippery slope as they intend to keep lowering to coefficient, boiling the frog style, until anything remotely grippy is banned.

This will also still increase accidents.
