I have heard that it's more for the hood to have more space to the top of the engine. This way if the pedestrian's head hits the hood, it has room to crush the hood with air behind it, instead of the persons head hitting the hard engine block.Pedestrian hood pops up to keep whatever you hit from smashing in the windshield. I assume getting catapulted over the car is safer than hitting the windshield. Science.
