Someone with the NVA filter for the Z, or who knows the answer, should verify, but other NVA filters are produced in Indonesia.

The 65F1E I ordered online just arrived; I'm going to go back to the dealer and see if they have any more B's on the shelf.
Sadly, they had no more 65F1Bs when I stopped by this afternoon so I just got another 65F1E. They tried giving me the 65F0E at first so reminder to always check what they hand you.

Does any one have a plug with someone or somewhere to purchase the
15208-65F1A or the 15208-65F1B?
I've used an overseas broker in the past to source the Japan made Subaru oil filter for my 17 WRX STi and they can source the Nissan 1A and 1B with no problem, but they are my last resort due to cost.
So if anyone knows please chime in, thank you.

I wish there were a good aftermarket option that utilized the proper bypass psi... A Fram XG would be ideal! I originally ordered one until I realized it was the incorrect bypass pressure so I returned it.

At least my nearby dealership only charges $9 for the OEM Nissan filter and includes a crush washer for free. Too bad I got their last F1B and they're on to the E's now! Irregardless, I'm sure it's fine; the GT-R filters are also now made in Mexico too.

A little side-by-side comparison:

Japan left / Mexico right

Takeaway:
It's probably blasphemous, but after holding & looking at both, I like the Made in Mexico filter! I prefer the anti-drainback material, internal louver design, and heavier weight.
