Same thing in Canada , varies from province to province what is required but insurance companies seem to find ways to to make things difficult.

does that apply if they are from the factory/dealer? do they expect you to replace them right off the showroom floor?

I'm in Ontario. Snow tires are not mandatory. The only thing you get is a slight seasonal discount on your insurance if you declare you use snows. I believe snow tires are mandatory in Quebec. They may not refuse coverage but could probably give you a hard time
