USB ports on the 2023 Z

The 2023 Z has 2 USB ports below the front dash. Whether the car is on or off I note that the charging cables internal led plugged into those ports remain lit (I thought that was an indication that they are always powered). If the car is on, any devices plugged into those cables gets charged rapidly. However, I'm finding that if the car is turned off those same devices do not get charged (even though the cable's internal light indicates power present). My question is are the USB ports capable of delivering charging power when the car is turned off?

When the car isn't powered on, there is no power to the USB ports nor the 12v accessory socket in the passenger footwell.
