So, the thing hanging down in front of the tire is called something, and has a specific purpose.

What is its name, and why is it there?

BONUS QUESTION: almost all performance cars have them, but what is special about those on the Z?

If you're talking about the plastic piece hanging down, I believe it's a wind aero deflector. The 370Z has the same piece.

Tire Spats are designed to help reduce drag and direct air flow for vehicles running wide tires and aggressive camber. When used in conjunction with a splitter (front air dam), tire spats block incoming air from the front tires and wheel arch and instead, forcing the air to flow over the fender and around, reducing overall drag.

Also, for the Bonus Question, it seems from some pics the Z has two spats per tire, mounted in a "V" configuration.
