The manufacturer model offerings as a whole must average 40 MPG, not all individual models.

It's been that way in many places for a while. That's why Aston Martin was at one point selling the Cygnet, basically a rebadged Toyota iQ, to lower the average emissions of their range (unfortunately for them it didn't work out very well and they stopped selling the Cygnet two years later).

^ Nah. The Magnum PI Ferrari style is much better.

The F40 is another of those car models which suffer from the fat-n-ugly syndrome that was taking over the car industry around that time.

A little over a month delay for Japan, sounds like rest of global release still on track. Factor in the fact it’s an EV which means more chips, not surprising in the grand scheme of things. Could be worse?
It will be worse. Can't even be released on time, let alone how bad the availability will be once it finally gets released.

It's not just chips holding it back. Rare earth materials and batteries are unobtanium right now.

Nissan should just shelve it and focus on core vehicles until things get better. Whenever that'll be. All BEVs are extremely difficult to produce these days.
