playing devils advocate here.

The police stops the guy coz he has no plates.
In Aus if your missing a plate you are up to no good …usually a stolen car, or a car involved in crime.
He gets asked to pull over but he waits for a well lit area ( totally understand this)
They repeatedly ask to step out of the car before spraying anything, but he refuses.

As a police officer how do they know he is not carrying a weapon?
How do they know he has done nothing wrong?

Lately in Australia we have had a number of police officers killed, or badly injured as they slowly lose their rights to use weapons ( or risk going to jail for doing so) or even using tasers etc to control difficult situations
