As a fellow Canadian, I'd say this is normal. Make sure your cold tire psi are as recommended, 33/35 (I believe) The tires need to be warm. (Typically getting to 36/38 is a good place for traction) And with our current temps, it likely wasn't at the right temps. Lastly, given the road...

I believe so. There are 4 in total, one on the upper and one on the lower, so two on each side, making 4 in total. Do not quote me on it, as I've yet to change my OEM DPs (waiting for warranty to elapse on my NISMO). I'm sure others who've done work on the DPs can confirm.
